Unlike a majority of his clients, Marvin Thibodeaux is a normal human, at least in a strictly physical sense. Armed with nerves of steel and a can-do attitude that inspires others, however, he regularly interacts with super-human entities while helping them find employment!

Sidearm: though it's useless against many of the people he interacts with, having this weapon at least makes Marvin feel better. He can discharge one round from this firearm to inflict rank value 6 Piercing damage, or a three-round burst to inflict rank value 10 Piercing damage.

Smartphone: feeling that he is always on the clock, Marvin is never without his trusty smartphone. This compact, portable supercomputer can transmit and receive radio signals with rank value 4 ability, giving it an optimistic maximum communications range of five miles.

Quirks:

High Stress Threshold: having made a career of working with querulous super-powered individuals, Marvin is used to dealing with the most stressful of operations. Should an ACTION to keep his cool be required, Marvin may attempt such a die roll at his Willpower trait +2 RS.

Sanity: similarly, Marvin has experienced all manner of inexplicable nonsense, because super-powered weirdos of all types have subjected him to their unique reality over the years. He benefits from a +2 RS bonus to his Willpower trait to stay sane in the face of the insane.

Skills:

Business / Finance: having a business degree, Marvin naturally excels in the management and operation of corporate entities, both large and small. Whether it's his own business or someone else's, Marvin may resolve related ACTIONs at a +1 RS to whatever trait is indicated.

Guns: never doing anything in half-measures, Marvin vowed that if he was going to own and carry a firearm, he was going to know how to use it properly. He may fire any standard, semi-automatic, or fully automatic rifle or pistol as if his Coordination was +1 RS higher than is listed above.

Martial Arts style A: able to defend himself even while unarmed, Marvin is a practitioner of Aikido. He may attempt a Melee ACTION when assaulted in melee, and if his opponent misses, Marvin may redirect the offensive force of their assault in any manner he chooses.

Salesmanship: more than anything else, Marvin knows people. While he isn't a marketer, per se, he excels in convincing others to buy what he's selling. He should receive a +1 RS on ACTIONs called for when trying to convince others to purchase goods and services he's offering them.

Service 2: whether or not they have weird powers, Marvin knows people - and how to put them at ease. He excels at working with people and fulfilling their needs because he's a people pleaser, and should receive a +2 RS bonus on ACTIONs called for when attempting to do so.

Contacts:

Marvin can naturally rely upon the employees of his unique staffing company, Supernormal Resources, who all believe in his mission of employing super-humans to keep them from engaging in crime to get by. Several of his enhanced clients can be considered reliable contacts as well.

Costume:

As he's not a hero, villain, or any other sort of adventurer, Marvin doesn't utilize a costume, much less a consistent ensemble. He mainly wears business casual clothing whenever he's on the job, of varying styles and colors, though he does lean on t-shirts and sweatpants off the clock.

Personality:

More than anything else, Marvin is an opportunist. Whip-smart and smelling potential profit a mile away, he'll go out on a limb to get a piece of the pie - if not the whole thing! He's put his money where his mouth is on numerous occasions, and has come out on top almost every time.

Unflappable in the face of the bizarre, Marvin excels as the leader of a super-human employment agency. He can place almost anyone in a job, no matter how hard they make it for them, as long as they actually want to work. Luckily for him, most supers don't want to just rob banks.

Story:

When he got started, Marvin was intent on making it big, operating his very own company. He wasn't sure exactly what that company would do, of course, but the goal was there. He knew this wouldn't come easy, however, so Marvin settled for working for others to learn the ropes.

Marvin drifted from job to job looking for his niche, in time finding that he was a people person above all else. Leaning into that, he leveraged his business degree into a human resources job, more specifically a staffing company. He liked the idea of making money helping others.

It turned out that he didn't like the way his company treated job seekers as a commodity to be used, and felt there was a better way to perform this work. In the meantime, he was saving and investing every spare penny he could, working the markets to build up resources.

This turned out to be advantageous, because during a fateful encounter one night, Marvin met his very first super-human. Well, he was robbed by one, to be more specific. Trying to talk his way out of his current situation, Marvin asked his assailant why he was robbing people.

When he was told nobody would employ him with his history and his frightening abilities, Marvin was inspired. Explaining what he did for a living, Marvin vowed to help this scofflaw acquire gainful employment, even if it meant going behind the back of his own employer.

And sure enough, the company he worked for wouldn't touch a violent, super-powered convict with a ten-foot pole. Not giving up, Marvin secretly founded his own employment agency, one that would place people with powers - either despite or because of their special abilities.

Though he had to leverage all of his skills, resources, and contacts, Marvin managed to get his super-assailant gainful employment. Now able to feed his kids, he stopped knocking over the mundanes for grocery money, and in time he even referred more powered folks to Marvin!

The first of these was Quick Me Up, a professional sidekick whose powers act to bolster others' abilities. Unable to find above board work, she implored Marvin to help her out, and he managed to hook her up with numerous part-time gigs, including one at the Galileian Dispatch.

Going all in on super-powered placement, Marvin quit his job and founded Supernormal Resources. While he initially advertised, Marvin quickly found that word of mouth amongst the ascendant populace was more than enough to bring in business. And business was good!

As it turns out, many super folks don't want to go adventuring or work for conspiratorial organizations. No, they have their own lives, and just want money to get by while pursuing their own goals. Or, you know, don't really want to do anything super unless it's part of a job.

Thus, Marvin provides a vital role for society. He helps to keep the powered populace out of trouble if that's what they want, and as a result greatly lowers super-human crime rates where he's active. And Supernormal Resources is expanding, opening offices in several large cities.

That's where costumed types tend to congregate, after all.
